New cheat on server

Hi all,
I've encountered something really strange these days on server.
Guy enters server and starts typing like this:

L 11/07/2023 - 23:44:19: "Hannibal<9228><STEAM_0:1:510220540><CT>" say "Tue Nov  7 23:44:16 2023 +0100 : LTC: LUaUwcFan9swu5smF17qtP5XEyB5rMLJQq"
L 11/07/2023 - 23:44:20: "Hannibal<9228><STEAM_0:1:510220540><CT>" say "23:44 : buy chair rope and lock this server : over 11 million proxies to ban!"

Server immediatelly, when he joins, starts to lag as hell. People get +100 - 500 ping.

How to prevent at least lag?

I use ReHLDS version: 3.13.0.791-dev
Server.cfg:
sv_allowupload 0
sv_allowdownload 1

Does anyone have idea how to stop this?

I've just saw people with 2000 ping, litteraly everyone on server, in a second. I can't even use console commands.

What would be this exploit to create DDOS while on server?

alternatively, you can take advantage of the messages they send, they are usually the same, you filter them to later
apply punishment
