when you check the Internet in steam, it shows different numbers for some servers. sometimes it counts only steam players, and sometimes it counts steam + no-steam players. so some servers have 32/32 and then suddenly 8/32 (8 real steam).
when you connect you can see that the other players are real no-steam players, (not bots)
this is different in the Favorites , where the no-steam players are always counted.
i know of xfakeplayers to send to your server, but i think they do not use it. i know fake server query but this does not work for player count in "Internet"

- is it possible to emulate a no-steam player slot with rehlds?
servers with fakes, check with "status":
