steam online list counts fake players sometimes

when you check some of the 32/32 servers in the master list of steam, there are only 10 steam players and the rest are no-steam (fake or real). why does steam sometimes count them as real players?

i know in the favorites tab, the fake players are always counted. when you check "status" you can see the steam ids are no-steam, and even random

how does that work?
