Не могу понять, почему не хочет открываться меню в начале каждого раунда, но золотые оружия (дигл, нож) работают.

В этом плагине в принципе нет автооткрытия меню.
Отлови событие начала раунда или событие возрождения игрока и вызови там нужную функцию меню.
