I rent 2 servers from tencent cloud.

Unable to load engine, image is corrput:(REHLDS can Not work)
System : Windows Server 2012 & 2016
Server 1: Cpu: 2.5GHz Intel® Xeon® Cascade Lake

But HDLS can work.

System interrupts make Cpu rate go high automatelly (Choke):
System : Windows Server 2012 & 2016
Server 2: CPU: 2.6GHz AMD EPYC™ ROME

REHLDS can work, but the the system interrupts process make Cpu rate go high automatelly. 10-15% for few seconds.
(Choke will happen in 5v5 match, 10 clients. But when only 1 client in server, the Cpu rate is normal 0-3%. Choke won't happen.)

My server setting:
sys_ticrate 2000 or 1001
sv_minupdaterate 100 or 30
sv_minupdaterate 102
sv_minrate 100000 or 20000
sv_maxrate 100000

It still happen. Can you help me?
