sv_timeout and precaching resources

Hi all,

does sv_timeout count time for a player who trying to enter server and "Prechacing resources" takes a bit longer for him?

I see players trying to enter server and usually it drops them with information: Timed out.

sv_timeout 60 - время, по истечении которого игрок отключается от сервера, если от него не было получено необходимого отклика
