Banned location?

1 player had lag and he left server, after few minutes he couldnt join, Server in history is online and he can see players and ping but when he tries to connect it doesnt load and after some times he getd error "Failed to contact game server" what is doing this? It seems like some auto ban to prevent laggers,
Where is location of banned people? How to remove that feature?
