amxx reapi [ReAPI] Precache List 2.0

Updated the plugin with the new ReAPI functions.

• Fixed typo in precache_list.sma
  
• Removed RequestFrame() native, due to hook's checks for the necessary lines.
  
• Moved the VERSION define in inc file.
• Added a new sub-plugin: unprecache_list.sma:
  • This plugin is using orpheu to replace or remove certain files from precache list.
  • This plugin has also a native for unprecaching, check precache_list_test.sma for it's usage.
• P.S.: Orpehu DOES WORK FOR REHLDS, it just need the correct signatures. The ones I provided here can be used on both HLDS and ReHLDS, no matter build version.

Fixed some typos, thanks to @Rust2 .

• Fixed spamming in server's console
  • Implemented the ability to skip from spamming console when it loads
