Simple point plugin

Hi everyone, can somebody create a simple sistem plugin for me?
What should the plugin do?

1. When user connect to the server and check only his KILLS from / top15
2. Change his name with the points only when his score is 0-0 (ex. Player name: scz - change name to scz <10> where 10 are the kills from top15
3. A cvar that enable and disable the plugin
4. When you kill someone client print a message
